Will they pay if you sign up now? Does that mean you have to be an officer after?
The Coast Guard has no such program like that, the ONLY programs that match those descriptions are ROTCs and the Coast Guard does NOT have an ROTC program.

barely anything...if you want a somewhat normal paycheck you need to go active duty
